Okay this is my dlkema. Iread that you can hang new wallpaper over old one. So I got an oil base primer to prep the wall. Then I hanged the new one but did not do a good job. The paper wrinkled and there are bubbles. To make things worse I used wall paper that I already had in the house which seemed to be enough...Not so not only I got bubbled-wrinkled wall paper but also a 1/4 unfinish wall. The paper desing has been discontinued. THerefore I need to buy a totally new one. My question is how do I now prep this wall for the upcoming new paper. Can I just remove the recently hanged one or do I need to also remove the original one? (After priming I am not sure if this can be done. ANy sugestions are so WELCOME.

Sadly, you need to remove all of the paper, both old and new. Then purchase a wallpaper primer. This is different than the cans of primer you see at large home improvement stores. Go to the wallpaper section and find a good quality wallpaper primer, hopefully one made by Zinsser. Once the wall is primed, hang your new paper. Your bubble issue can probably be attributed to the wrong primer and also not letting the wallpaper relax enough. Once you paste or wet your wallpaper, fold it paste side to paste side and allow it to rest for 5-10 minutes. This allows gas bubbles to escape and will reduce the amount of post-install bubbles.
