Does the indoor fan run from the thermostat? set the stat above room temp and on cooling with the fan from auto reset breaker then to fan on position. Only the fan should run...Does it. Now with someone beside the outdoor unit set the temp for 68 it should start in less than 5 minutes or so, if not has the breaker tripped? If so Keep the breaker tripped OFF and remove the panels and look for obvious burnt stuff, put your hand on the fan motor to see how hot it is, as well as the compressor. Try spinn the fan blade it should coast easily. Look at the capacitor cans to see if they have the top of them bulged a bit outward, loose wiring ect...

is this a dedicated circuit to only the AC? Are the condensing unit and air handler on separate breakers? Do you have an amp meter? Has someone recently added gas? Have you washed down the outdoor coil yet this year?

Before you do the tstat first. Id look out side and see if the compressor is running when the fan is running. Could be its not , just the fan now and that is why it dont blow the breakers. Could have burnt wire off the compressor or compressor cap is out. You have to ring the unit out;) ED
