How do I unstick windows that have been painted shut? They should slide side to side but don't.

Try a putty knife sliding along the joint to ease its way through the paint.

Or, you can rap the frame sharply with a hammer and a pad to pop it loose. Of course, there is some risk associated with the hammer.
