i have just started growing lowbush blueberries and i was wondering if the underground runners or rhizomes will be able to push up threw the mulch or if wulch will stop the rhizome growth all together?

Usuallly mulch is 4 inches or less. I would not worry about it, unless you have more than that or something out of the ordinary for mulch. That much newspaper might be too much, but leaves, ground wood, wood chips, pine needles, and things of that nature should be ok.
