The ceramic floor tile in my bathroom ends 3/8" shy of the edge of the steel/porcelain tub. Is there a hard, mortar-like product that should fill this gap? Its too big for just caulk.
Also, what should fill the gap all around the tub-to-wall-tile joint? 3 Horizontal sides, and the two vertical drops down to the floor. I assume these gaps simply need to be caulked with a good silicone caulk.

I'd be inclined to fill that gap with a sanded grout similar in colour to the grout you have between your floor tiles. Grout is a hard, mortar like substance, isn't it?

Normally, the joint between the tub and the tiles is caulked with mildew resistant silicone. Put 3/4" masking tape down on the wall about 1/4 inch above the tub and 1/4 inch away from the wall on the tub. Put silicone caulking into the joint and spread it as evenly as you can fairly quickly, then immediately pull off the masking tape and deposit it in an open cardboard box. Wait 5 minutes for the silicone to skin over a bit, then gently tool the bead of caulking with a finger dipped in a 50/50 solution of liquid dish washing detergent and water. Allow to cure overnight (at least) before using the shower.

I'm not sure why you say that 3/8" is too big to caulk.
