I know it's a bit late in the year to be asking this question, but here goes...

My tulips have bloomed and withered, and the leaves are yellowing. Should I cut off the plants at the base (i.e., at ground level) or at the top, just below the flower? Or should I wait until the plants topple over and then cut them at the base?

You should wait until the plants topple over, and then cut them at the base? This will assure an amply supply of food for the Bulb, to dazzle you next Spring.

I know it's a bit of a mess, but that's the world of Bulbs, Rhizomes & Tubers. As a Gardener it's up to us, to learn our plants Culture, only then we will get the most from our plants.
