Not sure what forum to post this in. Does thread locking products, (used to prevent loose screws from vibration), permanently seize the screw into position. I think that bolts are safely removed after applying thread lock sealent, but will small screws such as those use to hold the grips on a handgun be a safe usage?

There are two type of thread locking cements: permanent and removable. Check the labels to see that you are choosing the right one.

There are many types of thread locking products. They all vary in their holding ability.
There are several that do not harden completely but offer suitable gripping power for what you want to do.
I use this one for light duty use:

Usually the back of the Loctite package states what is required to remove it.

The blue locktite is more easily removed. For small screws, I reccomend using clear nail polish. It works quite well, and isn't that hard to break loose when you want it to.

Thanks for all the tips. After reading them, I read the product packaging and can see that perhaps even the blue lock may be a bit strong for small screws. Of course, the stores only carry blue and red, and not the purple, etc. I might even buy a tube and try it just to see firsthand the outcome on a test bolt and screw.

Lugnut:
If you use a very small amount of the blue stuff, I'm sure that if you use a proper fitting screwdriver you will have no trouble removing the screw.
