my deck is 19' long that is 14" high and I would like to build a
single step down the entire length of the deck. The deck is
supported by 4' deep cement columns. I considering building
a box over large patio pavers, but I'm afraid that it will shift with
temperture changes (I live on Long Island).
What other options should I consider?
or is the box over pavers ok?

Given the climate, it probably would shift if you used the pavers. What I would do is rent a post hole auger and dig 5 holes, 6" diameter, at least 3 feet deep along the edge of the deck. Fill the holes with concrete and embed or attach a post bracket at each footing. (Simpson makes a wide variety of styles -- there are several that could work.) Then build the step as a box, attach it not only to these bases or brackets, but also to the deck itself.
