Kitchen and Bath wall -ceramic tile 1" x 1", speckled finish, not smooth.
Can this tile be painted?
if so, primer should be?
and paint should be ?

there are different products out that "claim" you can go over tile however i've never seen it done.There is a paint type product called zolotone[not sure of the spelling]that you can paint over anything with :cool:

Sounds like glazed porcelain 1x1 from Japan, very popular at one time.
Where is the tile, why do you think you want to paint it????????
Why not remove and retile or tile over the old tile ??????????
Yes, there are paints on the market that will go over tile, but WHY?????
Check at a paint store or home center for the proper paint.

Its a house with bath wall tiles that have been painted w/flat paint, in one bathroom. it has an 'okay' look. It will probabaly be a delicate cleaning job as to not scratch it.
But we think that there must be a better way to do this. (there are no $$ to re-tile, at this time).

Happy to be able to assist in your paint dilemma. The bext primer on the market for ceramic tile, metal gutters, wood, plastic formica and glass is X-I-M Primer Sealer-Bonder. It is compatible with both oil and water-based topcoats. I painted approximately 1" tiles in a rear hall entryway almost10 years ago and it still looks great. I used the X-I-M primer and did a sponge effect using two different colors of latex (water based) paint. I still get compliments on how nice the hallway looks.
I also painted metal gutters using this primer and was extremely pleased with the results.
