In my bathroom I have ceramic tile that covers a large portion of the wall behind/above the toilet and around the sink. I painted over it a few years ago, but my neighbor says you can tile over tile. I have already bought the "edge" tile that goes over the top tile, but am unsure of the process involved in covering the tile...i.e.scoring the existing tile, any special adhesive?, etc. Any help in the process would be greatly appreciated. Side note: Removing and replacing the backerboard is not an option due to the expense and amount of area involved.

A Bond is only as good as a substrate is prepared. If you have paint on the existing tile and plan to tile over it then you might as well chunk the money in the commode near by. The paint on the tile needs to be stripped off first using a polyurethane stripper if you want to do it fast. Then clean and rinse thoroughly. Now apply some glass etching cream to the existing tile. Only a few bucks at any Hobby store. This turn the tile to a chaulky smooth surface.
Now you can either apply some new tile over the surface. Since you mentioned ahesives I guess some extra strength liquid nails would hold the tile. But you may consider paint it again however this time after applying the etching cream and deglossing the tile apply
PREP-RITE Anchor Bond primer made by sherwin williams to prime glass,porcelain, or ceramic surfaces. It was developed to grab these surfaces.Then I would top coat it with a water based epoxy. Using this method you will get a tile like gloss and long term service.
