If I install 5/4x6 pressure treated decking on a diagonal pattern, does the support joists need to be installed at 12" on center, or the normal 16" on center.

Reason -- the deck boards will be spanning close to 16". If the joists are 16" O.C., the deck boards will be spanning close to 24".
