I cut a tree down in my yard, is there any way to stop the stump from growing, the reason I ASK IS THAT THE STUMP IS growing under my slab

Keep cutting off any new growth of leaves and the stump will eventually die. You could cover it with heavy black plastic and prevent any new growth. You could have the stump ground.
