We have a 1975 model 25 hp Evinrude ouboard and are having problems keeping it to idle. Is there an adjustment on the carburator that I can make or could it be in the throttle handle?

Any help will help me to catch more catfish! LOL

There should be an adjustment on the linkage to set the idle.

Before you do that, make sure the rest of the engine is in good shape.

New spark plugs, clean magneto surfaces, good gas.

Run some power tune through the engine to clean out carbon and gunk in the carb, cylinders, rings and reed valves.

That alone should make a world of difference.
