Our 50 (or so) year old house has some unpainted CMU retaining walls that we'd like to paint. The area they are in doesn't get a lot of winter sun, and thick moss is growing on a lot of areas of the wall. I know I can scrape it off an d clean it before I paint, but is there something out there to treat the wall so that it is 100% clean of vegetation/moss before I paint? And are there exterior paints that inhibit the re-growth of moss and mold?

I would pressure wash the wall with a solution bleach 25% in water with some tide. That should kill the mildew and moss as well as cleaning the wall.
Once the wall is clean and painted, keeping the moss off will consist of periodically cleaning the wall with some soap and water a couple of times a year to keep the moss and mildew from taking hold in the moist environment. I am not sure that any of the additives on the market really matter in keeping mildew off. Keeping the area clean and dry are more important.
