Can anyone help with my situation?

I was given a boat. The boat has been sitting out in the sun for quite some time with no cover. The surface of the boat has fiberglass hairs protruding and if you touch, you get the hairs stuck to you. How can I repair this surface and make the boat useable? Do I need to sand down then paint on a new gelcoat. Please advise.

yes you can properly sand and prime the boat and have either
gel coat or L.P. sprayed on.
It can be a very expensive procedure, and due
to the hazardous chemicals involved many states do not
allow it to be applied unless it is in a controlled environment.
There are some compounds that flow well when rolled on
but it is very difficult in vertical areas.
