I have built the frame for the wall and got it positioned but now notice that the ceiling joists are bowed down in the center so my wall is flush to the joist in the center of the room but off almost 3/4" where my wall meets the exterior wall of the house. The floor is level. Do I need to cut my wall studs to different lengths to match the bow in the ceiling and fill the gap at the top or is there some other way to attach the top plate to the ceiling joist?

No, just insert some shims and fasten through them.

A 3/4" shim though?

If you double top plate and shim under each rafter. No problem.
