I know that if you prime you can paint over wallpaper. I am remodeling a barthroom that had falling wallpaper. I have removed those portions but still have wallpaper covering the bottom half of two walls. I have tried to use some remover to get it off but it is holding on quite strong. Can I prime and paint a wall that is half covered in wallpaper? Or is it better to put a few hours in to get all the wallpaper off the wall?

It is better to remove the old wallpaper.

Having said that, I recommend feather sanding the edges of the old wallpaper to help hide it. Prime the walls with a good primer such as Zinsser 123, then paint.
