Do you mean to apply a new layer of veneer to replace the old veneer?

I am trying to understand what you want to do. Let's see. You have a dresser that is covered with veneer and you want to strip the finish and refinish it.
If that is the case, strip the old finish with a stripper such as Klean Kut, clean up the stripping following the instructions on the can, stain as desired, then apply the finish of your choice.
