We are new home owners and just about every window in our home has condensation between the window panes. I know that to do the job right you have to replace the seals, but 12 x 100 each = $$$$$$$. I was told by the home inspector that there was a way to drill holes so that air can circulate between the panes. Has anyone heard of this? Are there any other options?

I'm a little confused, and may be way off. Are you describing: 1) condensation forming between two independent windows - a storm window and regular window for example, or 2) is your condensation between the double panes of glass for a thermal insulated widow?
If it's the first condition, and your condensation is between two windows, you can drill 2 small holes - weep holes - through the bottom of the storm window frame. The holes will let moisture or rain water run out and allow air in. Normally a small piece of foam or screening is glued into place over the holes to keep insects out.
BUT, if your condensation is the second condition, between the double panes of thermal insulated glass, they do need to be resealed because they're leaking, and IMHO adding holes will only worsen the condition.
