Painting - Help on Laundry Room Floor!!!

Okay, here's the deal:
My laundry room floor (concrete) was painted with Behr floor paint. Incidently, I'm seeing a lot of problems dealing with this paint on your forums. Anyway, it was bad enough that the paint was peeling, but when we dropped a big container of liquid detergent on the floor we had a REAL MESS!
The mess is now cleaned up, somewhat, and now we need to start over.
What would you recommend to A.) prep the floor for new paint and B.) type / brand of new paint to replace what was there.

What process did Behr recommend that you follow to prepare the floor for painting?
