I seem to be having a run of rusted trottle cables on various brands of mowers this year. I have just pitched most of them but the one on the old guy's next door is a Toro and I am trying to save him some money. Before I try boiling the cable in some hot oil, I thought I would see what tricks you might have for freeing up the cables. This particular cable is the wound steel type with a steel cable running through it. Penetrating oil has been no help so far.

Welcome to the DIY small engines forum!
I generally toss out the frozen cables as well. On occasion, I have soaked the cables down with PBblaster and used pliers to pull the cable through the sheath one direction, then pull it back the other, etc... until it frees up. It usually doesn't work out well when one is completely stuck though, the wire seems to rust though and break. (Lot of work to save $10.00 anyway, lol).
