How does one replace a sink seal so that a new seal & drain plug can be installed?

Use plumber's putty under the liip of the drain in the sink, and a gasket under the sink.
Roll a roll of pencil-sized putty in your hand and wrap it around the drain hole in the sink, and tighten the drain down on it by tightening the nut under the sink.
