When we moved into our house the bathroom had old awful wallpaper. We tore it down and tried to paint but the walls were very rough and uneven. We had textured wallpaper installed, but our two cats have scratched it up. I don't want to spend a lot of money on ceramic tile, but need something scratch resistant. We also get a lot of moisture in our bathroom too. Any ideas would be greatly appreciated!

Buy the cats a scratching post.
You could install tile board as wainscot or paint the lower part of the wall as wainscot.
Moisture problems are usually solved by installation and use of an adequately sized exhaust fan. This is the best solution. An open window would be second place.

As chfite stated, a good exhaust fan is a must - windows are virtually useless for moisture relief - noone opens them up! Great for light but that is it!
Your cats are an issue that needs to be addressed. Use chfite's advice on a wainscoat that could be painted or a melamine product at Home Depot that comes in various patterns, colors. This would be nice in appearance and not suseptable to the cat's passion to scratch. Next best thing is to get the cat's some "paw gloves"!
