Walls and Ceilings - vapor barrier

I am finishing my basement......I have built my 2x4 walls, placed R-11 insulation between the studs ( paper facing into the room and am getting ready to put up my drywall. 1) do I hang my plastic vapor barrier from the cap down to the floor on the room side ?
2) do I only need to put the vapor barrier only on the outside concrete block wall studs or do I need to put the barrier on the interior walls as well ( storage part of the basement on the other side of two walls ) ?

Ordinarily, the kraft facing of insulation contains a vapor barrier. If your does, then you have your vapor barrier. If not, it goes on the room side of the exterior walls, unless the space on the other side has no vapor barrier between it and the outside. Only one vapor barrier, unless something unusual applies in your case.

Ditto what Chris said, never seen anyone in my area anyway, put poly over kraft faced insulation.
