Is there a simple, safe and easy way to soften a wax filler stick so that I can fix a small area in a wood table top.

If you're talking about the wax pencils used to touchup scratches, just holding them in you hand should soften them enough to use.

If you're talking about the shellac filler sticks used by professionals, you really need a heated tool to apply it.
