The R19 insulation is installed with paper side inside. Should I cover the walls and ceiling with plastic sheeting as an additional moisture barrier? Climate is mild, location Chattanooga, TN.

No. Only one vapor barrier.

Hello John, welcome to the forum. Chris is right, you're describing what is called kraft faced batted insulation. No other moisture barrier is required.
