Are you putting a cold stem on the cold side and hot stem on the hot side.

In backwards, it would be opposite of what you are used to and you would be turning handles wrong way
.
Replace the little springs and rubber fittings on the bottom, under the stems, at the same time. If this is an old Delta 2 handle faucet, you need the conical springs ( I believe, the straight ones are used on the new delta 2 handle).

Good luck and have fun..more questions ask away and someone will answer you.

I am assuming that you have a Delta single-handle ball type faucet with the stem on the ball.
The faucet is controlled by moving the ball and stem up, and right or left, by the handle for water temp control and flow, or down in the middle for off.
The ball has ports that match the hot and cold spring-loaded rubber seals in the concave bottom of the faucet body. It also has a port for the water to flow toward the spout. You just have to look at the ball to determine which hole goes toward where.
Here is the illustrated Delta faucet repair site that should help you find your type of faucet and how to repair it:

Good Luck!
