is it epoxy or cement terrazzo?

I believe it is cement terrazzo since it is the original flooring in a house built in 1949

It may have sealer on it and wax...and in 1949 they used to seal the terrazzo with boiled linseed oil...so you have to do something about that to make sure the paint doesn't loose it's bond. TSP tri sodium phosphate will degrease the floor. Is it seamless? ..or does it have the divider strips?..because they tend to corrode sometimes. You should try the painting forum to see what the best procedure would be for preping the surface...it's no different than painting concrete...they would have a good idea.
