what is the best way to paint latex over oil WITHOUT having to use an oil based primer...i am having problems with the latex peeling....any suggestions would be greatly appreciated

Roughen the surface and, well...use an oil-based primer.

Proper preparation of the surface is the key to successful painting. It must be clean and able to hold the paint. It is hard to beat a good primer to help the paint bond to an existing finish. Kilz and Zinsser make excellent primers.
