Is it possible to paint plastic outlet covers to match my wall color?

The paint will stick, it won't be very resistant to scratching, but it will be easy to re-paint. It might be better to get some small wallpaper scraps and put them on the covers, then paint.

Hello rantinraven, sanding the plates with 220 grit sandpaper and washing before painting will help the paint bond.....Mike
