Our bedroom is painted with a very rough paint...I mean physically rough. I haven't seen this in years...assuming that the granules are some sort of silica. When sanded, it streaks black.
What can be done to smooth this and paint with a more reasonable smooth surface? Will it hurt to sand smooth, which I would assume will streak black?

If it is textured, then you can dampen the wall with a spray bottle of water and scrape the texture off with a putty knife. Whatever is left can be sanded, and any damage repaired with spackle. You should then have a smooth wall to prime and paint.
