I want to install Indus Parquet brazilian cherry finger block parquet flooring. Can it be made stable in the field, or should it only be used as a border as it is not tongue and groove and is only held together by the paper backing?

If this is what I think it is. The wood side is glued to the floor and after the glue hardens the paper is moistened and removed. Then the floor is rough sanded and filled. When the filler is dry you final sand and finish. I have seen 18,000' of oak parquet like this in a department store and it wasn't a border.

would the filler be polyurethane?

You fill the whole floor with a trowel. Trowel grade wood floor filler in a similar color to what you are installing. You can add tint to color a lighter filler to match the species of wood you are using. They sell the filler in 1 gal. and 3.5 gal. buckets at wood floor suppliers. woodwise, bonakemi, famowood and syntec are good brands to use.
