Can you paint a deck? Our deck is over 15 years old and stain soaks right through the wood.

Yes you can paint a deck. But there's no way on earth I'd do it. The paint is sure to peel. I'm not sure what you mean when you say the stain soaks "through" the wood (you mean it drips out on the ground underneath?), but I'd keep applying more stain until it doesn't. Soaking into the wood is exactly what you want.

Stain is what you want. If you are looking for more color, try a solid-color stain.
