I've been impressed with the strength of decks using 2x2 ballisters secured directly to rim joist with no rails. All seem to have 4x4 posts as well however. Is it possible to use only ballisters (2x2) with a top rail and eliminate posts altogether?

You need the 4X4 posts both to support the top rail (and to allow a place to make the splices in the top rail) as well as for strength. Without the 4X4's, you are relying strickly on the top rail when somebody leans on the rail, and that could be dangerous. Plus the 4X4's are what keep the top rail straight. Without them, the railing will have more twists and turns in it than a snake in a couple of years (or less!)
