I am building a 20' by 14' deck and will be attaching 20' of ledger to my house. The deck surface will be about two feet above ground so the ledger will be positioned below the inside joist of the house frame. The house is finished with stucco. Do I simply drill through the stucco and find studs that I can anchor the bolts to?

You lost me. What studs do you hope to find BELOW the joists? (I assume you are referring to the rim joist, at the floor level.) Do you have a wood framed wall below this joist? If not, you won't find any studs there -- you will find a concrete (or condrete block) stem wall. Please be a little more specific.
