I have a gas fired hot water baseboard heating system. It is split into 2 zones. The #1 zone for the first floor and the #2 zone for the second floor. When the tstat is turned up for the first floor the heat comes on instantly. When the tstat is turned up for the second floor we get no heat on the second floor. Any help with this problem would be great.

Well, since you said zone valve, I'll assume that's what you have instead of cirulating pumps. Locate the zone valve for the second floor and, using your voltmeter, see if you have 24 volts coming to the valve operater. If yes and the valve won't open, replace the valve. If no, trace the wiring back unitl you find why there is no power to the zone valve.
