Thats called an airgap, you need to remove the hose from under the sink where it connects to the airgap to where it connects to the drain, that drain hose is clogged up, clean it out, and clean out where it makes the connection on the drain, this should solve the problem.

Is airgap required for dishwasher? Does it have to be placed at top of the sink or can it be placed below it?

UPC says you don't even need the airgap device, you can tie directly to the drain, and hang the drain hose as high as possible under the counter.
