I am looking to buy a home that has valuted ceilings in the family and master bedroom. There is no crawl space to determine if there is insulation between the ceiling and the roof sheathing. How could I tell or is this a code issue?

It's a code thing, but that doesn't mean the insulation is there. Unless you have a heat sensor handy, you could pull a light fixture and hope for a peak through the box.
