Hello Everyone,
I was having the exact same problem with a 27" JVC TV that rondvorak described below. I.e. with the thin band of horizontal lines across the top of the screen. It was just as he described it.
I say "was", because a few days ago when we turned the set on, there was no picture at all, just a thin white/colored(?) line across the center of the screen. (Something to look forward to rondvorak?). There was a slight burnt smell from the back of the set.
So, my question is this. The set is probably 17 years old or so, although it's been a really good TV. Is it worth getting fixed? Would it be an expensive or inexpensive repair?
Thank you in advance for your replies. This is a really great site.

This is a great site I might add, well my problem was a vertical curcuit at about 70.00 bucks, caps burt or the solder broke, O well it is a good set and well worth the fix
