when running a service panel from my house to a newly constructed shop does the shop panel have to be bonded ?

hello fcron01,
whin u refer to bonding, im assuming that u r asking if u need to bond the nutural bar to the ground bar. if u brought a ground with you from the main panel then no you do not bond the nutural and ground, and the nutural bar in the panel must also be isolated from the can(ie nutural bar not attached to the metal of the panel). if you only brought 2 hots, and a nutural then yes you bond, and a ground rod is also required.
