We are in the process of insulating our attic to use as somewhat of a living space/storage but need help on if we should run insulation in the rafters where we have no ventiliation coming from the eaves or the ridge of the roof. We do have a window on the end of the house. What is the best way to insulate and what do we do about ventiliation?

This will give you an idea on how to insulate. I do believe they talk about ventilation. If they don't, at the bottom of this message is a www icon, click on it and scroll down to "Ventilation". Also on that site are topics for Insulation, Thermal Boundary and Air Boundary.
