We currently have a 20 x 18 finished garage with a living room above it. We are using a forced hot air heating system and the room has a cathedral ceiling. I believe the garage ceiling is insulated with R-13 as best I can tell.
The problem is the living room floor is always cold in the winter here in the north east (NH). I will be starting a project to remove some posts in the garage and replacing with a new engineered beam and was wondering if I should add insulation to the ceiling while I have the drywall down. I have read about this radiant barrier stuff and Im not sure if I would use that in conjunction with the insulation thats already there?

absolutely. if your garage is uninsulated, your floor is uninsulated.
if your garage is unfinished, strap off you ceiling and install the correct insulation rated for your 2nd floor joists
