If both elements are good on a heater then what causes the water to go cold quicker than it normally does?

A few possibilities:

The thermostat is set too low, but prob not the problem.
Thermostat(s) not working properly.
The dip tube is damaged and incoming cold water remains near the tank top.
Sediment in the tank has surrounded the lower element.
Element(s) themselves encrusted with scale(lime).

Have you drained the tank and checked the condition of the elements?

I'll go with the dip tube. Depending on manufacturer and year, you may be able to get it fixed free. Have the info handy when you call a plumber -- they'll know whether it's a freebie fix.

Either way, a dip tube is well under $10. Two wrenches and some teflon tape is all it takes.
