Doors and Windows - Door is plumb but trim isn't against the wall

I do light maintenance for an apartment complex. One of the tenants had their metal door kicked in (split in half) and was burglarized. The door was replaced by someone else. The problem is that the trim is not sitting against the wall and is leaving gaps. The door, however, appears to be plumb. I've checked. My job is to make it look "pretty". What's the best way to fix this problem?

Apparently the jamb is extended out from the wall surface. They should have been flush. Is the jamb metal or woood?
If the gap is small it could be caulked and painted. If too large to caulk, the trim could be removed and a thin strip of wood(1/8 inch) or so could be cut and affixed before the trim is replaced.

I believe the jam is metal but I'll check again. If it is and the gap is less than half and inch, can I put the foam backer rod in it then caulk?
