Our toilets frequently clog. When they don't they "bubble back" on flushing. The stack is 3 inch. I'm thinking that the stack vent is restricted or not functioning.

Any thoughts?

Doubt it's the stack, could be something in the toilet or if it's a low volume flush style then it could be just that, some toilets are good some are bad.

Yes. Both toilets are water savers.

Any suggestions on new toilets that flush properly?

I like the American Standard toilets, been a good toilet, install them all the time, very seldom or never had to return on one cause it clogged up.
