You can chisel away the rotted part ( it's usually just the outer section exposed to the weather) and attach a piece of 1 1/4" by whatever depth and length you need to the old sill. Use 16p finish nails or deck screws. The angle on the front of the sill is 15 degrees or slightly less...a table saw works best to rip the new pc. Use a putty like Durhams Water Putty where the new joins the old to handle any gaps where the chiseling didn't make a smooth joint. Sand the joint after a couple hours of dry time for the putty and paint. Will look like new.
Now look on the left side of your keyboard just above the "Shift" key....the next key up is the CAPS LOCK......tap it one time to remove the all caps in your future messages.....makes them easy to read and doesn't make you appear to be SHOUTING :)

I have been using minwax high performance wood filler for a while now. It is Bondo for wood. It works better than Durhams or any other product I have tried. You can actually use a plane on it, chisel it, or carve it to shape to repair moulding. It takes paint very well. I have used it to repair window sills and they are going on about 6 years now. The biggest drawback is cost, so I try to fill as much as possible with wood and use the filler to smooth joints and make things even.
