Painting - Re-painting Bathroom Walls

H-E-L-P! This bathroom (with shower) has walls with peeling/checked paint. Originally the walls were wallpapered--and no sizing was used! After much scrubbing all the glue was believed to be removed. Next, an alcohol based primer was applied to the walls, after which a good latex paint was applied. But after a couple of months, the paint is peeling and cracking. What do I need to do to correct this? A listing of the steps I need to follow in order to remove the old paint, the preparation I need to follow to get the walls ready for new paint and the kind and type of primer and finish coat I need to complete the job would be greatly appreciated. You need to locate and solve the moisture problem, before re-painting will be worthwhile.

Thanks, chfite, for the response. But this bathroom has no exterior walls and there is no moisture problem. From what I have learned, the wallpaper glue is impregnated in the drywall paper and this is what is causing the peeling/alligatored effect. My question: what primer/sealer paint product will seal this off and should this be an oil-based primer/sealer? Par

Zinser makes a sealer primer that will seal in sunlight. Well, maybe not sunlight, but it will seal the wall to all moisture transpiration.
