If I have white vinyl replacement windows installed, can I paint the interior surface of the new windows to match the room decor?
I have heard that it is impossible to paint these surfaces.

You can paint vinyl, but I doubt that it would last. Rough it with 220 grit sandpaper, prime with something akin to Zinser, and paint.

I too have heard it difficult, if not impossible, to paint the new vinyl windows.

I recently replaced all of the windows in my 1932 home and decided to replace the window casing in white as well. I was able to match wall colors and kitchen tile, countertops, and garden window with kitchen and just go with the white window trim.

I guess that's the law of windows: go with the white and match all else with the interior.

Most vinyl window mfgrs. also offer their windows in a tan or almond color, if that helps. Expect to pay a slight premium (maybe 10%) for the color. You could also look at windows that are clad. Many of those can be had with a veneer on the interior side that you can stain or paint. Clads are going to cost more than vinyls. How much more depends on the mfgr. you are looking at, but if you have shopped vinyls, and then go looking into clads, sit down before you ask "how much?"!!
