I am purchasing a house which currently have bars on the outside of the windows-which have been there for quite sometime - whats the best way to take them off with out hurting the exterior of the window.

I think you are making the right move taking them off. I would hate to try to get out of the house if a fire occurred.
The burglar bars I have seen have been mounted with lag screws. Take the lag screws out with a wrench. Fill the holes with wood putty, sand, prime and paint.
