I am building a house that has a future bonus room. I think this is the right place to ask the question. I dont want to finish it right now. But in the future I will maybe a few years down the road. Well I dont want to pay extra taxes for the extra area it will add to my since its unfinishted. My question is. What stage can I leave this room at to still be considered unfinished? I mean If I add a floor will it be considered part of the living area? How about a ceiling?

If it were me, I would ask the tax man to put the requirements in writing.
